Strength of Recommendation
Deprecated once we adopted ThoughtWork's "Build Your Own Radar" repo.

A general estimate of the strength of the recommendation. For example, an item that is strongly recommended for Trial would be more likely to move to adoption than a technology with a weak recommendation.

A stronger recommendation moves the blip closer to the center of the radar *except* when the recommendation is "Hold", where a 100% recommendation is the farthest out.

For "Adopt" (the innermost ring) we need to keep the strength artificially low, so the blips don't bunch up at the very center

Avoid actually using 0% or 100%, since this will place the blip exactly on the boundary between recommendation levels. (Hold+100% is the one allowed exception.)
